The newly re-elected Victorian Labor Government has announced the North East Link has gone out to market, and is calling for expressions of interest from builders.

The State Government is calling for expressions of interest from builders to widen the Eastern Freeway, construct the 6km tunnel, and give local roads back to local residents.

Builders are invited to apply to deliver the $200 million early works package, expected to get underway in 2020, once environmental and planning approvals are in place.

Contracts for the early works package will be signed towards the end of 2019.

The government is also calling for builders for the $7–9 billion primary package that involves construction of the tunnels. This procurement process will take 18 months to complete.

Speaking with the media on Sunday 25 November 2018, Premier, Daniel Andrews, announced that his first priority was to forge ahead with the North East Link. The $15.8 billion road project, which will run from the intersection of the Eastern Freeway and Bulleen Road to the M80 Ring Road in Greensborough, is expected to be open by 2027.
