Contract awarded for Western Roads Upgrade project

A consortium has been selected for the $1.8 billion Western Roads Upgrade project in Victoria which will significantly reduce congestion for drivers on eight key arterial routes through Melbourne’s west.

The Victorian Government announced that the Netflow consortium have been selected as the preferred tender to build the Western Roads Upgrade.

Ferrovial subsidiary, Cintra, and its partner Plenary, will be responsible for the development of the project.

WBHO Infrastructure will be in charge of the construction works that comprise the project.

The win includes Ferrovial subsidiaries Broadspectrum and Amey taking charge of maintenance on the project worth $1.8 billion.

The overall contract is for the design, construction and financing of works to upgrade and rehabilitate western Melbourne’s suburban road network, and then maintain them for 20 years.

Work includes the upgrade and duplication of six suburban arterial roads, the construction of two interchanges and rehabilitation and maintenance of more than 700-lane-km of road.

The Western Roads Upgrade will deliver a combination of road widening, duplications and intersection upgrades that will fix eight congested roads in the western suburbs, including:

  • Dunnings Road and Palmers Road, Point Cook Road to Princes Freeway, Point Cook
  • Palmers Road, Princes Freeway to Western Freeway, Truganina
  • Derrimut Road, Sayers Road to Dohertys Road, Tarneit
  • Leakes Road, Fitzgerald Road to Derrimut Road, Truganina
  • Dohertys Road, Fitzgerald Road to Grieve Parade, Laverton North
  • Dohertys Road Foundation Road to Palmers Road, Truganina
  • Forsyth Road/Princes Freeway, Hoppers Crossing
  • Duncans Road/Princes Freeway interchange, Werribee/Werribee South

The concession term will be over 20 years from the end of construction completion, expected for 2020.

In the coming months, the consortium will work to achieve financial close.

Design and construction works will start as soon as financial close has been achieved.

The public-private partnership will also extend to road maintenance – ensuring more than 260km of the existing arterial road network in the western suburbs is maintained over the next two decades.

Works on the Western Roads Upgrade will begin in 2018 and will be completed in stages to minimise disruption to road users, with all eight projects to be completed by 2021.
