The Western Australia Government has announced a new partnership which will give the private sector an opportunity to deliver some of Western Australia’s biggest urban infill and projects.
The market-leading developments, collectively branded The Precincts, will deliver 5,000 new homes in Bentley, Joondalup, Beaconsfield and Cannington during the next 15 years.
The State Government is seeking expressions of interest from private developers to achieve The Precincts vision of ‘neighbourhoods with heart and soul’ for the first two projects delivered by this initiative – Connect Joondalup and Bentley 360.
WA Minister for Transport and Planning, Rita Saffioti, said, “The Precincts program embraces the State Government’s infill targets, leveraging links between land use and transport planning to create integrated and connected communities.”
Situated within the Joondalup activity centre, Connect Joondalup will see about 1,600 new dwellings built on the 10.1-hectare site and facilitate the transformation of Joondalup into a mature and sustainable city.
The construction period is expected to inject $1.185 billion into the state’s economy and create and support almost 2,470 jobs.
At 21.1 hectares, the Bentley 360 component is one of the most significant infill redevelopment sites in Perth. It represents an extraordinary opportunity to transform the site into a vibrant, thriving and integrated residential development of at least 1,500 dwellings, breathing new life into the Bentley area.
Bentley 360 is expected to create more than 2,200 jobs across the course of development and inject an estimated $1.089 billion into the state’s economy during construction.
‘The Precincts’ follows the 2018/19 State Budget announcements, which included $184 million towards the METRONET Social and Affordable Housing and Jobs Package, that will see the government, in partnership with the private sector, build an estimated 1,390 new homes linked to new METRONET precincts as well as heritage line stations.
WA Premier, Mark McGowan, said, “Overall, The Precincts will deliver many thousands of jobs over the life of the projects.
“With Connect Joondalup, we are aiming to continue the transformation around the Joondalup centre, creating a community hub linked to METRONET.”
Planning for eight separate high density mixed tenure sites has begun with Bayswater, Redcliffe and Forrestfield stations, as well as Midland and the Perth central business district already earmarked for development.
Construction and redevelopment will establish quality community hubs, connecting local residents with community facilities, employment and public transport.
As part of this package, up to 320 new social housing dwellings and an additional 400 affordable homes will be built, and deliver a further 670 homes for full market price sale during the next five years – creating an additional 2,350 jobs.
WA Minister for Housing, Peter Tinley, said, “The Precincts will launch a new approach to the way the Department of Communities releases significant land parcels in highly sought-after locations, and in how it collaborates with the development industry.
“These projects represent WA’s biggest ever collection of infill opportunities and they will offer developers the chance to access prime State-owned land that supports medium-to-high density development.
“People are at the heart of this vision. Guided by the principle of ‘People, Place, Home’, we will work with the private sector to deliver ‘The Precincts’ and create true neighbourhoods with heart and soul.”
The Department of Communities is undertaking a three-stage procurement process to identify a suitable developer or consortium.
